Out of these 2 which method is more SEO friendly and it's recommended by experts? I have changes the URL but the content is the same should I use 301 redirect or rel="canonical"?

I recommend using 301 redirect as pretty much everyone know what it is and how to deal with it. Canonical is also well known but in some cases it could be miss interpreted by the search engine. However if your content is available or can be accessed from different URLs then rel="canonical" is preferred choice.

301 is used whenever the the URL is down.
Canonical URL is used whenever content has more than one URL. Meaning that if more than one URL has the same content you add rel="canonical" to tell search engine that this URL is the main one. This will avoid penalization for duplicate content.
