I m New in seo field so please any one tell me which is the best (blog vs forum) for increase keywords position and link building.

First of all if you don't get enough traffic it doesn't matter either you have a blog or a forum! Usually forums are part of the blog or a website. For increasing keywords position and link building forums are of-course better but without the traffic it's not going to work!

Forums are better because most of them allow signature and it a great source for back-links and traffic, blog commenting is not because most of the blog comments are moderated!
