How to create a css button that will have one background color and then change to another when you mouseover it? The other thing is how to make the same css button initially look dim and get brighter on mouseover?

You can simply use CSS Opacity attribute! You reduce opacity on your button and increase it on hover so it look just the way you want!

Code:
.css_button {
opacity: 0.5;
}

.css_button:hover {
opacity: 1;
}

Don't use opacity attribute instead use a different background color for hover! Hover is a great option that allows you to create all kinds of effects!
You can show different background color, font, padding or margin to make it stand-out!
