The same is true for AdWords Conversion Tracking and other tracking tags. Google Tag Manager does not replace these tags, but helps you manage them.

A floodlight tag is an image pixel that is created within DFA and resides on the Advertiser's webpage. A remarket tag is used to remarket or show ads to users who've previously visited your website as they browse the Web. List of users can only be utilized within DCM and DBM.

The Floodlight tag is a general purpose tracking pixel. You generally embed these tags on parts of your website that contain information relevant to your marketing efforts.
