I believe YES. I wouldn't go lover than 11px and 13px is an optimum website font. Google pays more attention to H1 and H2 tags most of the time.

H1 and H2 works best regarding SEO. You should include your targeted keywords in H1 and H2.

Google: Font Choices Do Not Directly Impact SEO. ... So feel free to use Comic Sans if you want, feel free to use kind of a more corporate type font if you prefer, that's totally up to you. That said, font choice and certainly impact user experience.

Font size does not directly influence website ranking but a legible font is recommended for visitors for reading website pages.

It depends on what kind of change you are making on the website. Minor corrections may not cause any drastic search engine results, but a major website revamp will definite affect search engine results, at least temporarily.

If you choose bad text font or unreal font size that can affect your site bounce rate(traffic). If people do not like your website typography than it will increase your bounce rate. Ultimate result Negative result on your SEO score. So you should choose best wordpress theme for better SEO.

You could add attributes to the text to increase the font size, make it bold and add color or you can use an H1, H2 tag to make it a heading & subheading.

As far as the intersection of CSS and SEO goes, my only recommendation would be to use CSS, and not put formatting related tags in your HTML. This might help the search engines 'read' your site better, and extract the relevant stuff (like keywords) better.

If you are using custom fonts then the fonts will be loaded from your server which will affect load time.
