Then why did you not follow the link it provides on suggestions on how to solve that issue?

I would also recommend you research what this actually means and why they are telling you to change it and not blindly changing things cause some tool tells you to.

Put your JavaScript on very to of your header ideally under <head> and your CSS files on very end of your header ideally before </head>

That will not always solve the issue. Putting all JS into your header is not always ideal either.
