Is it OK to submit my freshly registered domain name/website to Google search engine without any content or it's better to fist add some?

Fresh domain name?
In internet marketing first impression counts!!!! Google likes to see new websites as powerful ones with good content, good performance and pretty much good on-page optimization so I suggest you keep this in mind before submitting any URL to Google.
I also believe that the website should be already optimized before submitting it to the search engines. Search engine needs content and keywords to start associating your website with search queries and figuring out your niche.
If the website content meets the content policy - All the search spiders/crawlers will index the website automatically. Google Spiders always searching for new content than reading the old. Fill the website, Make it ready for the user, then launch for better optimized results.
