If you do not understand the instructions then it is up to you to further read on the subject. You should know how you installed XAMPP on your box.

htaccess could be a way, but this is how XAMPP says to enable it.

Match how you installed it to the example stated. I did not setup XAMPP on your box so I have no clue how you did it as there is more than one way or location to put it.

Inside http.conf find these lines and remove # at the beginning of each line (if they have #)

Then in the same file paste this code at the en of it!
