Not directly, how you host it yes.. For example sitemaps, .htaccess and things like that can aid SEO. If you have a link like this "mywebsitepage dot php" you can use .htaccess to change that to something like "my-website-page" which is a lot cleaner and benefits your keywording.

I forgot about that, also true. If say your target audience is in the USA and you buy a server/hosting in Australia your customers may leave your page before its even loaded. You can avoid this by using a CDN, even a free option like CloudFlare can decrease page loading times.

While a good host is not going to boost your rankings or guarantee you a spot at the top. A bad host it can actively damage your chances at building credit with Google, Bing, and other search engines.
