How to create Facebook page?

Could anybody explain how to create a Facebook Fan or Business page? I have searched my entire account and could find it. Is it free because if you need to pay for creating Facebook page I am not interesting?

Log into your Facebook account on the left side under "PAGES" click on MORE the Create a Page alternatively follow this URL: https://www.facebook.com/pages/create/

Go to facebook page and login in it. After login scroll down the bottom. In left bottom you will get a create page link. Now click on that link and create your facebook page by completing all page information.
