Well you'll know if your campaign is working if you are able to achieve your goals. Like for example you set a goal for users to sign up on your page, and you get a good amount of sign up every day or every week then it is a sign that your campaign is working.

I use Majestic. I can't post links yet, but searching Majestic SEO ought to bring it up for you. It shows TF/CF of your site and can help indicate what recent activity has contributed towards movements in those metrics.

The most important thing, though, is SERP location. CF/TF/PR and every other ranking mean nothing if it does not translate to results in the SERPs!
