PHP files are just like HTML files, but they can include both HTML and PHP code. The PHP code is parsed (or executed) by the Web server when the page is accessed and the resulting output is written as HTML within the Web page. When a user accesses a PHP page, his Web browser only gets sent the HTML code, since the Web server has processed the PHP code in the background. Most PHP pages are processed so quickly that it does not noticeably slow down the loading of the Web page.

The .php extension is important, since it tells the Web server that the page may include PHP code. Therefore, it must be run through the server's PHP engine before being sent to a client's Web browser. This allows dynamic content to be generated each time the Web page is loaded, based on the variables included in the PHP code. For example, PHP pages may load objects such as the current date and time, data from form fields submitted by a user, or information from a database. Still, once the page reaches the user's Web browser, everything is formatted as HTML.

HTML - You can create a complete website knowing just this, however it'll look like those 90s websites with blue links. It's there to create basic structure for a website and it's impossible (as far as I know) to make any website/webpage without using HTML.
PHP - It's also a programming language, but it doesn't run on your browser. It runs on the web server. When you request a webpage by putting the url in your browser or opening it's link, the web server accepts the request, take the HTML page, run the associated PHP script in it, convert the result obtained from PHP to HTML and then return it to your browser. In the browser all CSS and JavaScript runs. PHP is generally used for getting and putting data to/from the database (mostly MySQL). It runs on Linux based servers.

We can't compare this because of both are different.

PHP - Advance
HTML - Normal.

You can make a software with PHP but you can't make a HTML based software(I am talking about advance software not just like showing name, etc)

HTML to create basic structure and the actual contents of a website.
PHP to create pages that changes depending on the data given to php that builds upon a basic HTML skeleton to add dynamic content to a page.

They both are used for different purposes. HTML is used to present the information on the browser for the visitor. While PHP is used to bring functionality to the information and structure thus made by HTML.

Html works on a client computer its not a programming language while PHP on the other hand is a scripting language which runs on a server and is full fledged programming language.

An HTML file is file that contains markup and it is a way to structure content. It exists to display data.

PHP and all other languages exist to process data.
