You would have to somehow identify the visitor and save his details so your php app will not show it if he visit again.

You can save IP address and then check all saved IPs and if found, message will not show.

You can also create cookie in the visitor web browser, but after he clear cache or reinstall browser, cookie will be away. Here you can see the script for cookie based handling: https://stackoverflow.com/questions/8752...time-visit

if want to save IPs instead of cookies, you would google: php save visitor IP into file
and then: php fopen if file contains IP

To prevent message from showing again to same user you need to set Cookie! Then with your PHP function first check for the cookie if not found then show message and set cookie!
