Lets just say I have a webpage that had been indexed by Google long time ago and the content of that page was static ever since but now I want to add some more content to that page and change URL of that page to reflect the changes I have made to that page, I am wondering is this action will be interpreted by Google as something negative and the page will be penalized for that, what do you think is changing URL good or bad for seo?

SEO - Change URL ?
If you change your URL just for SEO purposes then it may backfire. However it's a common thing webmasters do so I don't think it will have a negative impact on your rating!
If you change your URL then the only SEO issue I can think of is ranking, I mean by changing URL you are removing from it some keywords that the URL or the web page was ranking for!!!
