Thanks yo all but you are missing the point here. Is it based on home page or the entire website like all pages?
Google didn't watch out when checking website load time, whether it was a homepage or website/webpage.
Website/webpage Load time: It is the time between the user request to a page and the page is fully rendered by the browser. Website load time intended to make the user to engage and make use of website. A statistic says that around 2000 ecommerce sites only 25% of sites meets Google page speed policy/criteria.
So why Google might took the advantage & gave the importance to website load time. I am concluded that load time is based on the page that user requests not homepage/website.
