Google tries to download pages from sitemap very slowly to avoid putting too much stress on the server and they are doing pretty good job.

If you increase the rate let say to max this will make Google to download multiple pages at same time which will put too much stress on the server and of you are on the share hosting too many simultaneous connections will make it crash and the site to go offline.

The crawl rate that you set is the maximum crawl rate that Googlebot should make. Note that it does not guarantee that Googlebot will reach this maximum rate. We recommend against limiting the crawl rate unless you are seeing server load problems that are definitely caused by Googlebot hitting your server too hard.

The term crawl rate means how many requests per second Googlebot makes to your site when it is crawling it: for example, 5 requests per second. You cannot change how often Google crawls your site, but if you want Google to crawl new or updated content on your site, you should use Fetch as Google instead.

Most shared #hosting have from 10 to 30 concurrent connections limit so if you increase crawl rate it will case your website to crash. Bad thing!

Google's Crawl rate only changes the speed of Googlebot's requests during the crawl process. It does not have any effect on how often Google crawls your site or how deeply the URL structure is crawled. A site with proper navigation helps in deep crawling and indexing of your site.
