Google tries to download pages from sitemap very slowly to avoid putting too much stress on the server and they are doing pretty good job.
If you increase the rate let say to max this will make Google to download multiple pages at same time which will put too much stress on the server and of you are on the share hosting too many simultaneous connections will make it crash and the site to go offline.

Crawling is the process to take done by Google crawlers. It cross check the content with their guidelines.
Don't mess with that Google is smart enough to figure it on its own to avoid casing any issues to the site!
