Google AdWords allows to to create, manage, and distribute ads on Google's search engine, network of search partners, and network of text and display ad network.

Doubleclick allows you to distribute and manage ads, but the similarities stop there as Doibleclick isn't an ad media network itself, it just lets you manage ads that appear on other sites that you've negotiated media buys with separately, outside of Doubleclick.
