As far as I'm concerned, It is pretty true that SEO is a part of SEM. But some people have their different opinion on this concept and they think these two are different terms.

Can anyone make me understand are these two terms SEO and SEM are different or is SEO a part of SEM?

The difference between SEO and SEM is simply that Search Engine Optimization is part of Search engine marketing or Search marketing as it is widely known. Both processes aim in increasing visibility in search engines.

SEM, or Search Engine Marketing, is a wider activity than just SEO. Search Engine Marketing actually can include SEO, but more commonly has Paid Ads as its primary focus.

SEM is a broader term than SEO. Where SEO aims to provide better organic search results

SEM uses the search engines to advertise your website or business to Internet customers and send a more targeted traffic to your Web site.
For example, when people use a search engine to query "fashion handbags", the organic search engine results is where SEO technologies can assist your Web site in being more visible.

The paid advertising, or sponsored links are the ones prominently displayed above or beside the organic search results is a product of SEM.
SEO and SEM are not competing services. SEO is considered a subset of SEM services. If you want to conduct business on the Internet you need to be visible in both organic and advertised links, which means you need both SEO and SEM.

Internet marketing is divided into 3 parts,

1. SEM 2. SEO 3. SMO

SEM is a promotion using paid campaign
SEO is used widely to attract more organic users
SMO is a promotion VIA Social sites

They are related interrelated but not a part of each other

Social engine marketing (SEM) is a form of Internet marketing that utilizes social networking websites as a marketing tool. The goal of SEM is to produce content that users will share with their social network to help a company increase brand exposure and broaden customer reach while Social media optimization is the use of a number of social media outlets and communities to generate publicity to increase the awareness of a product, brand or event.

SEO is the process of optimizing your web site for the purpose of getting free traffic from search engines. An optimized web site is more easily understood by Search engine crawlers, so there are more chances of ranking higher in SERPS.

Understanding the differences between SEO, or search engine optimization, vs. SEM, or search engine marketing, is paramount when analyzing how to allocate marketing funds and key business resources. SEO focuses on organic search results getting to the top of the list when a user searches for keywords related to your business.
