Specifically Google analytics treats a visit to a page that does not result in an additional page view or an additional event to be a "bounce."

So, for example, if you set up event tracking in analytics and someone performs an interaction that results in a tracked event, that visit will not count as a bounce even if they don't visit any other pages.

Yes, its a ratio or time user spend on your site, if they coming on my website and closing it directly without vising internal pages or going back from where user are coming then it increase our bounce rate.
We must have user engaging website to reduce our bounce rate.
