This is what Google Adwords says about PPC quality score:
Quote:The 1-10 Quality Score reported for each keyword in your account is an estimate of the quality of your ads and landing pages triggered by that keyword. Having a high Quality Score means that our systems think your ad and landing page are relevant and useful to someone looking at your ad. You can find out your Quality Score for any of your keywords.

Knowing this it's easy to understand that in order to increase the score you have to make sure you landing page content is as much relevant to the keywords you are targeting with PPC as possible.

At the keyword level you can mouse over the info bubble icon for each keyword and see where you stand with the criteria of expected CTR, ad relevance and landing page experience. If any are shown as below average you have a good idea of where to start to improve Quality Score.

Quality score is, indeed, the score the keyword you selected has. Usually, you can improve your QS by optimizing your landing page, with accurate details. When a QS is close by 10, it means that it is good and you will not pay that much for it. However, having a bad QS will determinate an high cost, as if the platform you are using is disincentivating you from using this keyword.
