When user search any information and click on any search results and goes back again to SERP (because he/she does not satisfy with that result) then Google consider it as pogo sticking.

When user come to your site and leave it after some times, then it consider as bounce rate(In time). Bounce rate is only measure by analytics tools like Google analytics, but Google don't use that data on their ranking factor, because may be some site don't use analytic at all.

So only pogo sticking affect your site position.

They are similar, bounce rate counts the number of times a user visits a website from search results, looks at the first page and exits.

Pogo sticking is when user select an item from the search results, look at one page, then go back and select the next item in the search results, and repeats this a number of times.

Bounce rate is the percentage of visitors to a given website that leave the site after viewing only a single page. A high bounce rate is usually a sign that your website is not user-friendly.
