For ex:
If you drop the link of your website in any high PR site and any one clicks that link than some of the PR juice of that page or website will flow to your website.

Cross linking is the art of creating links within a website. In a very traditional layout you might have a homepage and then to other pages (page A and page B). The home page would contain links to both. Cross linking would then be where you create links from, for example:
1) Page A to Page B
2) Page B to Page A
3) Page A to the home page
4) Page B to the home page
