Which one should I use in order not to compromise my SEO? Also do I have to add rel="nofollow" to a
?

and are both used to link to some external document but the main difference is that the link is an empty element and has to be used in the header when anchor is not an empty element can contain clickable text or images.

The main difference between
and is that,
is used in head and is used in body.
